[Dev] Spec for Service Monitor controller display

Hi William and Luis Carlos: This is a spec for an enhancement to TM5.  
I will put this in the bugs.pushtotest.com and prioritize is  
accordingly.

When TM operates a service monitor the TestScenario panel in the  
controller needs to display the following interface.

The right panel displays the most recent snapshot values from the  
running TestNodes.

The "plus" icon indicates that there have been no errors in the past  
10 minutes. The threashold of 10 minutes is set in a new attribute of  
the <monitor> element in the TestScenario. For instance:

<monitor timeBetweenTest="10000" errorTime="600000>

If an error happens within the past 10 minutes, the "plus" icon  
changes to an exclamation icon.
