[Dev] TestNode won't start when logs directory does not exist

I successfully checked-out and built the tm5 project. It runs under  
Apple's jdk 1.5 on my PowerMac G4. One funky thing I found is the  
default distribution does not automatically create the TestNodes/logs  
directory. Tomcat won't start without it. Strange! huh! -Frank
