[ptt-users] TestMaker 5 completion specification

Thanks for the response, Geoff.  I've experienced this phenomenon when
running TestMaker.bat -c <testcase> using the ANT apply task.  If
TestMaker.bat has 644 permissions, ant complains of permission issues.
If I change the file to have executable permissions, it executes
normally.  Perhaps the condition is environmental?
