Okay, #1 is not a menu item... maybe I should say, why do they have
different labels?
Conversely, if they do two different things, it would be clearer if #1
was labeled in such a way that its unique purpose (in contrast to #4)
was clear.
However from William's email of today, it seems that they are supposed
to do the same thing... open test scenarios.
